Personality: Loki is very childish and playful. Sometimes in a good way, usually in a bad way, for others.

I would say he's your generic prankster, but he's not generic at all.
Loki loves playing tricks on people and telling jokes. He can be kind and nice and helpful, but he doesn't have a serious side, and if he does, it's extremely rare. When it calls for a serious attitude, Loki's not your guy. He can be a huge hinderance in serious situations.
Now, he may not have a serious side, but he does have a normal side, where he just acts like any Dragon would on a normal occasion.
Loki is not shy, not shy at all. In fact, he's rather outgoing and is happy to meet new people.

General Appearance
Height: 28 ft tall, 168 ft long
Scales: A sandy Gold with Green spots and swirls, with a Black underbelly.
Eyes: Loki is heterochromic. His left eye is Brown and his right eye is Green.
Appearance: Loki looks like a giant Armadillo Girdled Lizard, a species of Lizard that can curl up into a ball, similar to an Armadillo.
His wings are a medium size, and they reach to a span of 80 ft from tip to tip.
Loki's tail is 'spiky' to say the least, and he uses this to his advantage. Loki can wrap his tail around a tree and dig into it, allowing himself to securely anchor himself. He usually sleeps like this, as well.
Loki's eyes are quite large, and his head is pretty flat. In fact, his entire body is pretty flat.
Loki isn't very Draconic, he looks more to resemble a giant Lizard with wings, and that's basically what he is.
Loki's claws are sheathable. Sheathed, he can climb nearly any surface, but unsheathed, he can attack.

Skills and Abilities
Strengths: -Speed. While his speed is nothing impressive, he is quite a fast scurrier. He can scurry around at 45 kmph for a lengthy 5 minutes.
-Trees. While Loki looks a lot like a giant Lizard with wings, he acts more like a giant Monkey with wings in the trees. Loki practically lives in the trees. He will swing using his tail and guide himself to the next branch by gliding with his wings.
-Deception. Loki will not be found if he doesn't want to be found.... Well.... Most of the time any ways.
-Agility. Loki's body is extremely flexible and bendable, both backwards and forwards. He can perform front and back flips with relative ease.
Abilities:
As expected of a professional trickster, Loki' arsenal is full of deceptive abilities.
While not an ability, Loki's claws can be sheathed and unsheathed. Sheathed, he can climb almost any surface, including walls and ceilings, and unsheathed he can attack like a normal Dragon, although he can not invert them.
His sheathed claws aren't very good at attacking, and his unsheathed claws can't grip surfaces very well.
Loki is practically immune to 'fall damage'.
This ability cancels out any pressure that would be put on by falling long distances as long as he lands on his feet perfectly. This means any stumbles or uneven landings don't count.
This only applies vertically, such as falling out of the sky or off of a cliff.
Loki can project an image of himself in a 100 meter radius around him. This image does not move in any way, and is basically a hologram. It can not be interacted with, and if touched it will simply be phased through. This hologram is a splitting image of Loki.. The only way to tell it isn't him is 'touching' it, or noticing it doesn't move at all. Only one can be active at a time, and it lasts up to 30 seconds. He can cancel it to his will. It will also be cancelled if he leaves the 100 meter radius it is in. It takes 4 minutes for this to recharge

His limbs come off like a toy.
Loki can and will detach his legs, his tail, or his wings to his will, and within 1 minute, they will all grow back. As you might of guessed, he uses this for pranks and jokes, instead of, you know, something useful.... The limb will come off, and within 1 minutes it'll grow back unscathed and perfectly fine. His head does not come off, please don't try.
If Loki detaches a limb himself, it will grow back in 1 minute tops, but, he can not detach a limb that is damaged already.
If someone else detaches the limb from Loki, it takes 5 minutes to grow back, leaving him rather vulnerable.
When a limb is separated from his body by Loki, it does not bleed at all, and if it is separated by someone else, it bleeds only a small amount.
It wouldn't be a useful ability if it made him bleed out.
Loki can change his skin to any colour, but he can only be one colour at a time, unless going to his normal pattern.
And finally, Loki can roll himself up into a ball by curling up and latching on to his own tail, and then flicking up his scaled to propel himself forward. This is his main mode of transportation when he doesn't have any limbs, save for his tail.
Weaknesses: -Attack. Loki has so much potential to be an amazing fighter, but instead, he uses it for practical jokes.

Loki prefers to stray away from physical violence. He doesn't like combat, and the only thing he will probably ever kill is food.
-Annoyance. Loki doesn't know when to stop. He can't take a hint. At all. Ever. He is almost always looking for someone to make laugh, and they usually do, but sometimes it gets repetitive.
-Fragile. Loki isn't very tanky.... He's quite weak actually.... He's agile, sure, but he can't take very many hits.
-Combat. Loki has basic combat skills, and that's really it. He can't fight very well, and he will most like lose, however if forced to he can use his deceptive abilities to escape or distract his opponent.
-Trees, and a lack there of. Loki is pretty light and fragile, but he's not small. Small trees will usually collapse under his weight and no trees at all means he's stuck on the ground, where he is slower and more vulnerable.
Combat Style:
Like I said, Loki tends to stay away from fights. But if in the situation, he'll throw his decoy and use the trees as cover. Then, he will strike when they least expect it, unsheathing his claws and slashing at his opponent.

Looking at what abilities he has, it doesnt look like he has an 'arsenal' full of 'deceptive abilities'.

Even if he landed 'perfectly' the momentum after falling would have been enough to literally shatter the bones in your legs. As such, this is not acceptable regardless unless you have something else that can cushion his fall.[/quote]

Convert the 100meters into feet, as this is the general measurement we use on this site.

The problem with this ability is that with how you described how the hologram works, people can exploit this and immediately determine which is the real image. Others do not just throw their abilities at it and see if it passes through or if it dodges, but because you stated the hologram is literally a frozen image, they can just look for the image that is moving slightly.

The only issue I have with his regeneration ability is that it only takes him 1minute to regrow them. Unless he is expending a huge ton of energy, this is simply not possible and I won't accept it as it is. Extend the duration to a much more reasonable amount (24hrs at least). Alternatively, what you can do is put that the time required for regeneration is dependent on the severity of the amputation. E.g. If he just lost a finger, it can take an hour to regenerate, but a whole limb will require 24hrs say.

Unfortunately that's not how it works. It he tries to do that, he is going to roll onto his back, so the 'flick' would not catapult him anywhere.

That's not a weakness. This is just his personality. Please bare in mind that weaknesses refer to anything enemies can use to exploit and give themselves an advantage against him. Also, what's preventing him from using his fighting potential seriously in any fight? Not a weakness regardless.

All of these are personality traits, not weaknesses.

You are contradicting yourself here. First, you stated he is a good fighter but he only used them for tricks? So he only has basic combat skills to begin with? Where does his potential for a good fighter come from?
