Hey there and welcome to the forums ! I'm Hyruu, one of the admins around here.
Like Leo pointed out, you should first read the New Member's Guide as it will answer most of your questions. Should you have any more feel free to ask though, we don't bite !
As already said, to create your character you need to fill out the template ( http://www.rpgdragons.org/t100-create-your-dragon-template ) and make a post in the Create your Dragon section.
So hoping to RP with you soon !
