Personality: Phealyn is by no means a brave or heroic male. He is small and rather weak, and he knows it. While others may have speed, strength, or size on their side, he has none of those. This dragon thinks things through in great detail, using his inelegance, and silence to his advantage. He avoids any and and all conflict he can, preferring to run and hide, rather than be injured or killed.He does not take pride in proving he is the toughest guy around, instead he finds pride in the things he builds or creates, that can better his life or those around him. He wants to help others in any small way he can. It's his goal in life to improve the life of even just one other creature if he can.
Fears: Honestly, he fears most things. Big things, loud things, strong things. Anything that can kill him, he fears. His life started out in a cage, tapped and awaiting death at the end of a chain. Being trapped and unable to escape is what wakes him late at night in a cold sweat. Loosing the life he has made for himself and being unable to help himself or anyone else.  
Strengths: Physically, he doesn't have much going for him, but mentally, he is a problem solver. He thinks and worked things out in ways no one else can. He builds things, finds ways around obstacles without needing to unnecessarily risk himself or others. He is also quite happily at home in the water, swimming with ease and holding his breath for 30 minutes at a time.
Weaknesses: He is small, and lacks strength. He also is rather uneasy when too high off the ground, making his flying rather limited. Aside from being near useless when it comes to physical strength or intimidation, he also tends to be rather nervous and fidgety if he comes near human strong holds, or bands of humans that appear to be of nobility. He doesn't have many qualms with humans who appear humble and keep to themselves, remembering that it was such a human who freed him, but he still fears those with weapons and armor.

Height: 15 ft(stunted due to poor diet and confinement to small cages when growing)
Scales:He is covered in thick long fur that fades from a dark grey-blue to near white, with vertical stripes along his entire body
Eyes: One bright blue, the other bright green
Appearance: He often carries nothing with him, just wondering from place to place, though fur is always well kept.

Normal Abilities: Cold water/ice breath, holding his breath underwater for 30 minutes
Special Abilities:creating snow withing a 1 mile radius
Combat Style: He is not the best at flying as heights make him uncomfortable, so he prefers staying low to the ground. If possible he will run long before fighting, but when it is a must he relies on his claws and snow, often using it to hinder his opponents vision, so that he can strike or run.

Background
History: As a very young hatching Phealyn was found and taken by humans after they slaughtered his parents. He was kept in cages for many years, being raised so that he could be hunted for sport once he was large enough. His life was spared though as a servant took pity upon him and released him, though it had mostly been to spite the nobles who had treated the servant poorly until they could take it no longer. Now he spends his days mostly alone, trying to make friends as well at trinkets or gadgets to better the day to day lives of any who may cross his path.

I'd like to see more under weaknesses. Given his history, perhaps he could have some mental weakness related to his time in captivity. You mentioned in his combat style that he is uncomfortable flying at height, so that could be another weakness. Though it is stated that he was enslaved as a Hatchling, you should clarify that his abnormal height is due to being kept in cages that were too small for him as he grew.
