Personality: Yuuki is cool, calm, and collected. She herself might not be the main strategist, but she is a quick and rational thinker, and will always have a plan in mind, and with a black up plan following the original one. Her emotions are almost always hidden behind an emotionless mask, something that was strictly taught to her while a part of her village's assassination division. You have no name. You have no feelings. You have no past, or future. There is only the mission. Even without the cold exterior, Yuuki is still pretty much mostly the same, just more susceptible to showing emotion. The only problem is, she has a rather short patience span, and will tend to snap at her teammates if they bother her too much. But this is just a minimum; it will take a very long time for her temper to truly snap.

She is observant, and very focused on what she does. She pays a lot of attention to detail, which helps her to quickly notice if something is not as it appears. While Yuuki doesn't show it that often, she truly does appreciate the bond she has with her friends--no, family. Yuuki isn't much of a fighter, she will fight if provoked, but if possible, she will avoid it as much as possible, and talk her way out. She has respect for the higher-ups, but as a rogue, they are not the boss of her. She tends to get hired for missions, as many people have heard of how well she can complete them. Most of these missions turn out to be assassinations. Yuuki doesn't have much of a problem with killing. Mainly, the dragons she is told to track down are dragons who have become corrupted and have lost their way in life.
Interests: She likes to casually listen to music, or read a nice little book. Maybe go out for some relaxed flying, or something.
Dislikes: Loud noises irritate her. Maybe because of her calm personality, or maybe it's her sensitive hearing. Bandits also irritate her, because of reasons unknown. Stupid people who have no care whatsoever for their friends and family are the ones who she really hates.
Fears: Shots. It's a strange phobia, but she will completely flip out at the sight of one. She's also afraid she'll lose her family again, and won't have any power to stop it.    

General Appearance
Height: 30 ft
Scales: Silver, with a white underbelly. Her scales are flatter to her body than most dragons, giving them a more smoother appearance. That doesn't make them any less durable.
Eyes: Dark gray
Appearance: Athletic and lightly muscled, her streamlined body is built for speed and agility. Her main color is a silver, with a white underbelly and very light silver wing membranes. Her chest and underbelly are well protected with overlapping scales like plates of armor. Her tail is long, and whip-like, which gives her an edge in balance. Her wings are also streamlined in shape, strong and large, and made perfectly for flying. A feathery-like mane goes down from her head to the tip of her tail. Two large horns are stationed on her head, and they curve backwards.

Skills and Abilities
Strengths: Speed is crucial to Yuuki. Trained as an assassin in her village, she possesses astoundingly fast reflexes and amazing agility, coupled with quick reaction time and precision. Stealth is pretty much needed to be a ninja assassin, so it's pretty self-explanatory. She knows many different forms of martial arts, and excels in claw-to-claw combat, in either the air, ground or even water. She is capable of standing on her hind legs anthropomorphic style to give her a wider range of combat styles. Yuuki's mind is also like a steel wall; it will take a very powerful force invading to be able to break through. She turned out to be pretty handing with technology and engineering, and will, from time to time, tinker with her gadgets. She is capable of long-distance fighting.
Special Abilities: Yuuki's greatest strength is her insane speed. She is able to accelerate up to almost mach 1. Shockingly, she can run or fly backwards just as well. Using this speed, she is able to plow straight through foes, and even cause the ground to explode in her wake (too flashy for her taste though. She was a ninja. Ninjas weren't supposed to be loud like that). Chakra is a necessity for even the most basic jutsus, so obviously she can use it. She has excellent chakra control, and can mold chakra into an ability, which are turned into releases. Her two types of releases are Water Release and Wind Release. Wind Release is when she makes her chakra as thin and sharp as possible. It's usually used for close to mid-ranged combat where it combines brute force and keen precision to deal cutting and slashing damage. She is also able to use Ice Release, which is when she transforms her chakra into literal ice to deal damage to her opponents. Her chakra reserve is above average, but is already at the peak of its limit.  
Weaknesses: Yuuki's upper body's physical strength is rather bad. In her upper, she pretty much has the strength that of an average dragon. However, her lower body is very strong. Genjutsu, which is also part of one of the three main combat styles of her village, is also very bad. She can't cast them for her life. She doesn't understand why, but it's just not possible for her. Even if she succeeds in actually casting it, she'll make a mistake and cast it on herself, or create something absolutely harmless, which wastes her chakra. Her hearing is also much stronger than many dragons, and is very sensitive to loud noises. They could potentially cause permanent damage. When she flies fast, the drag force can sometimes also cause damage to her muscles, which strains them and makes it very painful and difficult for her to move around much.
Combat Style: Yuuki's combat style usually revolves around close ranged combat, with either weapons, or claws. It involves precision, agility, fast reflexes, and speed.

She has excellent chakra control, and can mold chakra into an ability. Her two types of releases are Water Release and Wind Release, and combining those together, she can create the Kekkai Genkai known as Ice Release. She is also capable of wielding Senjutsu chakra, which allows her to sense, gather and then use nature energy. She learned how to draw the energy inside of her, and blend it with her own chakra. This increases her senses, speed and strength. Her chakra reserve is above average, but is already at the peak of its limit. "

This is completely OP and needs to be removed altogether. You can almost move as fast as the gods and you're just the average dragon. Not only that, you introduce a chakra system that in of itself is too OP. There is no explanation as to how to could legitimately create ice while being a SkyWing. The whole thing needs to be removed. If anything, nerf the heck out of it and introduce severe weaknesses.

Like, explain what the releases are (I talked to Phancy, and they not what they seem to be once described)
And maybe a reasonable speed?  like 200 mph? And just have a SkW father, and IW/SW mother?
