Guys. The forum says all the groups are full. What do I do? Can I no longer join a tribe? Am I in no-mans-land? After that, when do I start RPing? Where? And how do I make a character without being declined? I am not usually whiny, but I am confused.

Firstly, create your character and make sure to specify what tribe you want in your app for the admins to put you in. Create your app here: http://www.rpgdragons.org/f5-create-your-dragon

Second, wait for a staff to approve your app and youre done. They will move you to the new 'groups' and you can now RP!
