If I try to post my O.C. in the SeaWings section of Create Your Dragon, I don't have permission.
Am I doing this wrong or must I post somewhere else?

The subsections are for the characters that have been approved, so yes you can't post inside them. You have to post it directly in the "Create your Dragon" section (https://rpgdragons.forumotion.com/f5-create-your-dragon).
